Development of migrants' knowledge of the local labor market, DEKOLLA, is an EU project within Erasmus + for a strategic partnership in adult education between actors in Sweden, Germany and Italy.

About

Migration waves are posing several and various challenges to the European Union and to its member states. Moreover, different welcome, integration and inclusion processes based on different legislation, praxis and public systems and its formal and informal networks pose even more difficult challenges to be approched. In its strategies The City of Trollhättan has states that "integration of people of different ethnic backgrounds is fundamental as a prerequisite for creating an inclusive society and a city with a positive living environment and a bright future”. To achieve this vision, there is a specific need to create a cooperation in-between a variety of parties both at local, regional, and national levels as well as an international level.

Public sector reforms over the last decades has made networks and network management increasingly important. At the same time, the integration issue has moved higher and higher on political agendas. When it comes to integration policy, implementation primarily takes place at the local level. In a policy area where many public and non-public actors are involved, the municipal administrations have the overall responsibility for coordinating public action. The main goal is not only to prepare the immigrants with conventional requirements such as language and validation of former experiences, but also to create intercultural meetings in the society. The main strategy for policy enhancement has been to try to strengthen cooperation and a key element in that strategy has been to create formal local cooperation agreements between the actors involved in the policy-delivery phase.

In a number of areas, however, the disparities between immigrants and European-born citizens are still too large. Its therefore vital to continue and implement an extensive programme of measures aimed at reducing these inequalities of condition and opportunities, to increase opportunities for people of foreign extraction to exert influence and to participate in the life of society.

Social support networks are expected to facilitate immigrants’ integration into their host countries. Recent research has indicated that higher levels of economic wellbeing are not themselves sufficient to lead to positive integration outcomes, but social capital, defined as social support networks relating to both the structure and quality of social interactions, plays a critical role on the integration process of immigrants.

Starting from this context and needs, it is possible to identify as main objective to develop innovative strategies to involve the business community in the inclusion of migrants in the local society. In particular, specific objectives are:
1. To create networks between migrants and businesses
2. To increase the recruitment base for local companies
3. To increase knowledge and awareness about the dynamics of the local business environment and labor market

The project should be carried out transnationally as the solutions identified in each country to support migrants in entering the job market at local level have met difficulties, in particular those aimed at formal training for migrants. This exchange of experiences will produce added value and new solutions which can be derived only by putting together different practices and methods from the various countries.

Trollhättans Stad

Local government has a long tradition in Sweden. The country's municipalities, county councils and regions are responsible for providing a significant proportion of all public services. Municipalities have a considerable degree of autonomy and have independent powers of taxation. Local self-government and the right to levy taxes are stipulated in the Instrument of Government, one of the four pillars of the Swedish Constitution. The city of Trollhattan has 58 000 inhabitants and is located on the west coast of Sweden by the river Gota. As an employer Trollhättans has approx 4500 employees which make it one of the biggest public employers in the area. 

LRA Enzkreis

The Enzkreis is formed by 28 municipalities and has 190.000 inhabitants. The Landratsamt has 1000 employees. The county administration, the Landratsamt, fulfils a double function: Community administration and governmental administration. The main duty of the community administration is supporting local district authorities in the execution of their tasks. This means independent management of public duties and responsibilities beyond the scope of local district authorities. Departments inside the Landratsamt relevant for the project are the local Job Center (responsible for the integration into the labour market), the Office for Refugees and Migration (responsible for e.g. housing, social work, counselling) and the Youth Offivce (responsible for unaccompanied minors).

Consorzio Fantasia

Consorzio Fantasia Onlus is a non-profit organization which operates in the province of Parma. Consorzio Fantasia works in the management of youth centres (fifteen in our local valleys), child care, school canteens, asylum seekers and refugees accomodation, elder care, mental health disease assistance. The organization started working with asylum seekers and refugees in 2011 and it is currently managing two accomodation projects with several centres around the local mountain area. The paid staff members are thirteen in total: an anthropologist, two psychologists, an account specialist, a back office employee and four operators.

UBERETSCH UNTERLAND

The Comunitá comprensoriale Oltradige – Bassa atesina, in german called Bezirksgemeinschaft Überetsch – Unterland, is a local public body witch represents 18 municipalities with about 75.000 inhabitants. The mission of the District Community is to protect and develop the quality of life of the community, working with respect for the person and his rights, with professionalism and efficiency to uphold the dignity and autonomy of the person in every aspect of life, valuing the resources and capabilities. To do this, the District Community collaborates with all the forces of the territory to strengthen the social pact that binds citizens and institutions and to make the network of relations strong and supportive. 

SERN

Sweden Emilia Romagna Network(SERN) is a non profit organisation which gathers 55 members among Italian municipalities and provinces of the Emilia Romagna region and regions, counties and municipalities in Sweden. The network was founded in February 2005 with the main objective of developing in a structural manner the relations between the local authorities in Sweden and in Italy, particularly Emilia-Romagna. The main objective is, first of all, to foster relations and exchanges of good practices among the members and therefore to create a model of cooperation stretching over several policy areas and involving different level of government and at the same time a plurality of actors like educational institutions, NGOs and economic actors too. SERN focuses its activities on 5 main areas, environment, welfare policies, entrepreneurship, social inclusion and education, on which creates different working groups involving both Italian and Swedish partners. The Secretariat is composed of three people: a network coordinator and two project officers.
